Default 2007 ion overheating

I have a 2007 ion with the 2.6ltr motor. It has a problem with overheating with stop and go driving or simply idling. The fan only comes on when the ac compressor kicks on. I have tested the fuses and disconnected the temp sensor and the fan still doesn't come on.
Any suggestions on where to look next for a solution?

A lot of unanswered questions...

Which engine does your car have? A 2.6L wasn't an option for the Ion.
How do you know the engine is actually overheating?
What does the temp gauge say?
Are you losing coolant? If so, where is it leaking?
What coolant/water ratio are you using? 50/50 is recommended, but up to 70/30 can be used. Water alone will boil prematurely.

The radiator fan normally doesn't turn on until the temp gauge is a little past the half mark. If you just have some coolant boiling out of the reservoir, you should try replacing the coolant lid. Coolant will boil prematurely if the cap isn't holding pressure.

Cheap laser heat thermometer (some now as low as 10 bucks) is great for diagnosing this stuff.
