Default Electrical Issues

My '98 Saturn SC2 has two main electrical problems. First, the dashboard lights either do not work or shut off when I turn on the headlights. Second, the battery does not turn off when I turn off the car. I have to manually disconnect the battery every time. Any ideas?

Which dashboard lights? The illumination lights or one or more of the indicators?

Do the parking lights work?

The battery never turns off; it doesn't have a switch. What, in particular, stays on when it shouldn't, when you turn the key back to OFF?

The illumination ones. The parking lights work. And the dashboard lights did stay on (maxed out brightness no matter where i had the dial at, this was before they went out), I can still use the windshield wipers, and I can turn off my stereo manually, but it also doesnt turn off.

When did they go out? It's sounding like the dimmer has failed.

The radio and (if I'm remembering correctly) wipers will work with the key in the ACC position. Are you sure you're turning the key all the way back to OFF (two clicks back from RUN) before removing the key? Sometimes, when either the key or the cylinder is extremely worn, it's possible to take the key out with the cylinder in ACC or RUN.
