Default faint brake chatter

I'm getting a soft rattle from my front passenger side wheel when driving, (not just braking) and is condusive to the speed I am going (gets faster as I speed up, slower as I slow down).
I took off the pads, inspected them (minimal pad wear), the rotor, and the anti-rattle clips, and everything seems to be in order. The rotor is showing no signs of being grooved, and all the components seem to be spaced correctly.
After putting it all back together, the sound seems to be worse.
Is it the anti-rattle clips not living up to their name? Should I give in and just replace all the pads and clips?

Is this a rattle or a clicking sound? Possibly anything related to CV joints?

Last time you had the tires balanced?

Rotated? could be cupped, or maybe something as simple as a rock stuck in the tread. hahaha...i've had that happen before.
