Default Sunroof gaps

I have a 2004 ION 2 sedan with the factory sunroof. I noticed this morning that the headliner extends past the sunroof hole in the roof by 1/2 inch to a full inch. Looking into the car through the sunroof you can see the fiber board and the folded over edge of the headliner cloth. It looks tacky. Is this normal?
