Need to siphon gas from 2002 Saturn SL. Does this clamp hold two lines together?

Hello,
I have a 2002 Saturn SL that has set up for 18 months. I thought it would be best just to siphon the old fuel out. I didn't want to subject the fuel filter or fuel pump to any unnecessary hardship. After removing the driver's side rear tire, one of the two fuel lines that descend from the fuel door area to the tank is visible in the picture. It is the smaller line that I believe does not contain a check ball. I tried to separate the line at the clamp shown in the picture, but it did not pull apart. My plan was to siphon through this hose, but I am not sure if it is a molded line with differing diameters, and the clamp is for reinforcement, or if it is two separate lines of differing diameters held together with the clamp. I don't have access to a parts diagram. Does anyone know?

There is a siphon trap further down that pipe and you will have a real mess. Use the fuel pump and pump it out.

The service manual suggests one of three ways to drain fuel; pumping it out from the fuel fill opening, disconnecting the fuel fill pipe and siphoning from the tank, using the fuel pump to pump fuel out thru the test valve on the fuel rail or from disconnecting the the fuel inlet line to the fuel filter under the car. Precautions are mentioned to use an appropriately sized tube if pumping fuel out the fuel fill opening and may be problematic if an incorrect tube is used and becomes lodged in the check valve (italicized note below). The easiest and maybe the safest way might be disconnecting the fuel line to the fuel filter, placing the hose into a gas container and powering up the fuel pump by removing the fuel pump relay and inserting a short wire jumper across relay terminals 30 and 87 - this sends 12v to immediately power up the fuel pump (regardless of ignition switch position). Since the pump runs all the time the engine runs, running the pump manually is no different (with a wire jumper in the pump relay socket terminals) won't cause pump harm. Pressures are high so someone may be needed to ensure the fuel line doesn't come out of the gas container when the pump is powered up.

Service manuals never mention the possibilities of aged parts that may break after years of use so disconnecting anything can have unintentional consequences.

Keep fuel filler pipe as straight and level as possible when removing it from the tank. Fuel fill check valve clamp may drag on the inlet neck of the tank and care should be used in removing it. If valve is dislodged from filler pipe it may remain in the tank.
