Default 2003 Saturn Ion....No Fresh Air

I've searched these forums for an answer to this problem. My recirculate button light turns on and off. However, I am getting no fresh air when turned off. it seems to me that I could hear a little click when I would hit the recirc button. I don't think I hear that anymore. AC, heat, fan works perfectly but no fresh air at all coming in. I've checked fuses and the cabin filter etc. Is there a flap or something that isn't opening for fresh air? Any help is appreciated.

I believe there's a flapper door that switches between recirc and outside.

I've done troubleshooting on this problem in my old S10 pickup that used vacuum actuators, but I think the Ion uses an electrical force motor to move the flap.

So there's three possible failure modes

Electrical not getting to the actuator
Actuator is failed
Actuator is disconnected / door jammed
