Default Bottom of windshield sealed with Rubberized tape

2009 XE. Just purchased a in real nice shape. I did notice after I got the car and was home looking things over making my list of things to do and noticed that the base of the windshield has rubber tape, overlapping the the plastic cowl piece under the wipers. Its on where its like roof flashing to allow water run off. Is there an issue with the windshield or cowl leaking? If so I want to rectify this out of the gate. I read here that the cabin filter box may have something to do with a leak there. Don't want to pull the tape and look yet as it is sealed.
