AC Only Blows cold when driving.

1999 SC1 Auto 130k. - Recently bought used.
My ac is only cold when driving above 30mph.
If I stop is goes warm ....FAST!!
Had my mechanic check it, says the system may have a plug in it somewhere. Coolant is NOT low.
Any other ideas b4 I have him start tearing the unit apart?

Your two posts are related. The A/C is not working when stopped because the cooling fan is not forcing air through the condenser. When moving you're ramming air through. You need to fix the cooling fan.

The 2 things to check are the fan relay and the fan itself. The relay turns on at high heat (@220 degrees) or on AC on IF the system has R134 at a proper level (which you indicate the system is fine while moving), I'd look at the fan relay for sure as it's rarely used under normal driving.
