Default No start 1999 SC2

The engine won't turn over using the key. Battery has been checked and is fine, full charge. Checked all of the fuses, none bad. Used a jumper wire on the starter and it turns. Changed starter relay, no help. I jumped the clutch position switch under the pedal and the car still didn't turn over. Assume this switch is ok. The car can be bump started and runs fine.

The car does not have a saturn security system as far as I can tell. No key fob, etc. However the aftermarket stereo does not turn on which is the only accessory that doesn't work.

Everything I have read indicates the it is likely the ignition switch. However this would not account for the stereo not working. My son said occasionally the stereo doesn't work. When he restarts the car it does.
I am not really concerned about the stereo, just want the car to turn over so it will start. Thoughts?

Problem fixed. This seems really goofy to me but there is a common link between the ignition and the radio. The chime circuit. Replaced the chime fuse and the car starts.

AFAIK, if you have a starter relay, you have RKE, and, given it's not a '96, Security. The CHIME fuse _might_ be the positive input on the "coil" side of that relay, and that's why it wouldn't crank.
