Default P0420 ? / Will this Catalytic Converter work for me ?

Hey everyone i need your thoughts will this Catalytic Converter (link below) work for me without setting off a SES light becuse of (Non-CARB Compliant) Catalytic Converter only E.P.A ?

i live in utah box elder county there's no emissions to license a vehicle (yet)

the part im looking at is a Eastern 50230 Catalytic Converter (Non-CARB Compliant)

Notes: Direct Fit Converter, * IMPORTANT NOTICE *: EXC CALIF, 49 STATE SEMI - w/FEDERAL EMISSION SYS

1998 Saturn SL1 SOHC AUTO

Reasons: why i want to replace Catalytic Converter is it makes a marbels rattling sound and i have a P0420 Catalyst System Efficiency Below Threshold Bank 1 / reduced power at times / 286k+miles / cant see through Catalytic Converter endoscope bright light / at few times poor gas mileage

i have replaced both up + down sensors NTK front and Kwiksen down. i have tried cleaning cat via removing and useing wheel brake dust cleaner overnight / fuel additive Catalytic Converter cleaner no luck no other codes i also notice P0420 code shows up as monitors complete it been this way for awhile

i did have EGR blocked off for awhile and that make it better more power also got my transmission VB fixed/replaced shifts like a dream very smooth
thried to see problem when away but no im thinking of reblocking the EGR
the EGR is new MOSTPLUS purchased Sep 8, 2020 if i block EGR off i think P0420 SES light wont set

there is a picture regarding the the cars emissions attaced to this post

if there's another Catalytic Converter i should look at or stay away from post it

i dont have much money right now trying to stay under $230

thoughts ?

RockAuto & eBay say it's for 1st gens ('91-'95). Flange looks wrong, but I don't think I've ever looked at a SOHC manifold flange.

If it lines up to the manifold, you'll have to have someone drill a hole and weld an O2 sensor bung onto it after the cat-cont.

The car won't know the difference but the emission commies in California and, I believe, NY will (they check part numbers stamped into the part).

Not sure on the SOHC's, but the DOHC's for '96+ got a totally way way different manifold for Cali Emissions that doesn't even try to work with the Federal Emission's downpipe.

Ok so got a question for everyone on this site ... dont hesitate to reply here ...

So if you were looking/needed a Catalytic Converter on rock auto website for 1998 saturn SL1 SOHC or interchangeable part LINK BELOW what brand would you get ?

What would you guys recommend ?

Or should I just trick the PCM for P0420 ?

I recently had to do a "direct fit" replacement on another type vehicle (two cats) and used AP Emissions. The units are all-stainless (pipes and cats) and did fit well. In doing research on the CARB numbers, I found AP makes Catco, Airtek, Eastern, and a few others; has acquired those other operations.

Yes, I got my AP units through RA, they shipped direct from AP plant.

I would carefully measure the old catalytic converter, making note of lenght, shape, pipe size, and O2 sensor location.

Then I would buy a generic converter, and have it welded in.

My understanding is that the inspection service does not test emissions at the exhaust pipe, they just check that the instrument panel does not show an emissions warning statement?? Where I reside, the main consideration at the inspection station, is that the instrument panel light Does Not indicate an
emissions dysfunction.

IFF the local emissions regulations are 'Federal', less strict than 'California',
then a non CA compliant arrangement should be fine.

If the existing downpipe+flexpipe is intact, you may just need a new CatCon.
I believe the Walker 15842 would operate 'swimmingly'... I had good luck with them on my '97 DOHC.

BUT you might want to renew the downpipe because if they leak (they tend to develop leaks in areas with roadsalt), the leak causes the emissions system to fail.

I would follow up on Billr's suggestion for the AP exhaust, stainless is Good.

As you live in a state without emissions inspections and the O2 sensor is before the catcon if you do not wish to spend the money you could simply hack saw the old cat con off and replace with a piece of exhaust pipe.
