Default 2007 Saturn Outlook XR Radio Issue

I had a factory radio in the vehicle when all audio was lost. You can hardly hear audio from the tweeter in the A pillar when the volume is maxed out. Also, when the ignition is turned off, the key is left in the ignition and the door is opened, you can barely hear the chime. The radio is the base model and all its functions are working. I looked under the dash to the right of the steering column where the BCM control module is and there is no amplifier installed. I then swapped out the radio with an aftermarket radio with the correct interface unit and harness specific to the vehicle and I have the exact same audio issue as with the factory unit. Any suggestions on a fix?
