Default problem scanning codes

i have an obdII scanner and when i plug it in i get no response to the unit at all... won't even power on...
now backround info, i have recently swapped tranny to a 5 spd so i did passlock relearn on a 5 spd computer, would this have anything to do with it?

You may not have power to the obdii port. Check your fuses.

Check the Red 10 amp "Body" fuse on the interior fuse panel. Its right above the fuel pump relay, its the left fuse on the bottom row of two fuses. That paticular fuse controls the Dome Lamp, Luggage Compartment Lamp (Sedan/Coupe), Power Mirrors, Map Lamps, Liftgate/Decklid Release Switch, Power Door Locks, and Datalink Connector
