Small "horns" under hood by headlamps

I noticed on my Skys there are little white plastic "horns" attached to under-bonnet near the headlamps. The don't seem to be attached to anything. Any idea what they're use is?

Without seeing, my guess would be anti-deer noise makers that were stuck on by a previous owner?

I don't think so. They were on my 2007 Sky as well which I ordered from the factory. They're white plastic located behind the headlights but they don't seem to connect to anything.

So I've been looking at a few Skys on eBay (thinking about picking one up!), and I think I see the horns you mentioned. They look like their job is to direct moisture out of the headlight housing and have it drip in an advantageous spot?

The above URL could stop working so I am adding the image through this forum. I was also thinking that those white plastic pieces might be there to protect or hold something in place when the hood is closed - maybe that black wire.

Just a thought.

Keep in mind that it has been the better part of 12 years since I have worked on a Saturn and the Sky was a very small part of what we worked on at the dealership.
Looking at the white part in relation to the screw and wheel assembly at the narrow end of the white part I wonder if it is not a guide for a screw driver of some kind for what should be the headlamp adjuster.
I would imagine that there is a way of getting a screwdriver into/through the white part (the white part as a guide) with the hood closed to move the adjuster.

"They are adjustable. Open the hood and look at the back of the headlight housings. The white "funnels" are there to guide a screwdriver to the adjustment screws. You reach them through the side marker lamp opening after removing the side marker lamp assembly from the car."
