Default 2005 Saturn Ion parking brake

Hello! So for my first post here, I wanted to open the topic of discussion about an issue with my car. I actually just bought this car, paid $1500 for it. But of course, it did come with some issues. This one concerns the parking brake cable, which I noticed is sagging under the car. So what I'm trying to figure out is whether it is stretched out, or if it's just loose and can be tightened down so it engages the rear brake shoes again. And if it can be tightened, how would I be able to accomplish this? Any info will help, thanks

You'll need to get under there and take a good look. You may need to pull the rear drums to inspect the attachment to the shoes.
