A piece of old speedometer cable, powered by a drill works well to clean out EGR passages. Often, simply starting the car for a few seconds with the EGR valve removed is enough to clean out the passages: there will be a massive vacuum leak through one, and an exhaust leak through the other, creating significant flow in both passages. The engine will rev pretty high due to the vacuum leak, but the rev limiter will prevent any damage. If that isn't sufficient, I'd try the speedometer cable.
