"Hotwire" probably means owner bypassed resistor in ignition cylinder with external resistor - or perhaps installed a commonly available universal learning bypass module such as JBS Model 791.
Either of these devices will provide correct voltage value to the BCM - which forwards a fuel enable password to the PCM for engine start and run. BTW - many locksmiths can examine the ignition cylinder lock and provide a new key or even replace with a new cylinder well below price for dealer provided parts and labor.

![]() I agree with key being non-chip, typical for 02-07 Vue's. Theft deterrent is a replaceable PASSLOCK sensor circuit embedded in lock cylinder housing. The previous owner would have spliced lots of wires to get everything working as expected. The ignition switch is attached to back side of ignition lock cylinder case and has four basic segments to control ACC, RUN and START functions. See first thumbnail. Second thumbnail depicts PASSLOCK to BCM interconnect and the usual step to bypass PASSLOCK sensor is to connect a resistor (range of 500 ohms to 13.5 K ohms) between ORG/BLK and YEL wires.
