I have in fact changed the timing belt and components on my 02 and 03.
The tensioner needs to be installed along with the belt.
The nut snug.
Then you can then rotate the eccentric center section...

The difference is the curved part of the gauge fits inside the cam sprocket. therefore the distance is relative to the center line of the cams.

Your improper use of the alignment gauge is causing your imagined problems.

The locks are only to keep the cams from turning wihen the belt is off !!!!!!!!!!!!!!!!!!!!!!!!!!!!!
The belt keeps them from turning when it is installed.

You are wrong in your sequence of assembly.

Put the belt on with the cam locks in place. Dont fret if they are not perfectly timed.
Apply moderate tension on the belt by rotating the eccentric...

Once the belt is on and some tension applied by the pulleys, you dont need the cam locks !!!!
You are to obsessed with the cam locks.

Loosen all tensioners to the maximum away from the belt. do not try to put the 3 oclock tensioner in place with the belt on. very likely to strip the threads.

You can adjust bank and bank 2 independent of each other
using the tensioners.
Also I note in the photos you have the alignment gauge installed backwards.
The curved part is meant to fit inside...

From my experience the " keys" only insure you are close.
In you timing belt tool kit should be an aluminum plate that will fit inside the 2 cam sprockets.
It will have a couple of scribed lines...

If you are still planning on replacing the crankshaft seal you should do that before spending any more time on the timing belt.
The belt will need to be removed to replace the seal.

I am concerned you mentioned the Kent Moore tool.
It has nothing to do with the timing belt installation. Use the locking toll that came in your kit.

To adjust the idler pulleys, you loosen the retaining bolt slightly.
Then you rotate the eccentric center of the pulley.
It is a hex shape.
Your Camshaft Tool kit probably has an offset box end...

What you are describing sounds like the spring loaded tensioner pulley.
do not worry about the green and red cam locking tools at this point....
