Fan ground may be the problem. While you found 12v on one wire, try tracing the ground wire or a continuity test (measuring for resistance on the ground terminal to chassis).

I can only guess because the engine died on the road and I had to call for a tow. My choice was to tow it to my repair shop I trust and used over the years on things too difficult for me to work on...
