That's normal operation. The idle air controller raises the idle while decelerating. Its effect on braking effort should be minimal to negligible. If you really notice it causing undue braking...

IIRC, the housing is the same side-to-side, only the bracket is different. But ditch the wimpy fog lights and get a set of aftermarket driving lights. I forget the exact size, but Pilot/Navigator...
