The cruise control setting that needs to be enabled is with the BCM. I'd recommend putting your original BCM back in to keep your VIN and mileage.

Unless you changed the bulbs in your cluster they are not LED. If you have changed them, perhaps you got the polarity reversed on that bulb. If polarity is reversed then the led bulb won't work and...

Just take a look at the master cylinder to tell if it is ABS or not. It would be a good idea to look up photos to see the difference ahead of time.

The cruise module is the same in all S Series of the same model year; auto/manual; sedan/coupe/wagon. It's probably the same within each generation too but I won't vouch for that without researching...

I replied to your other post regarding the programming. The zip tie provides the final adjustment of the linkage to the gas pedal. It takes up the slack so there is no delay in engagement.
