The key bit of information you provided is, "it seemed to run better at high speeds". This is a tell tail sign you have a vacuum leak! At high RPMs vacuum leaks disappear. Don't waste time thinking...

Ours was not quite that bad. I wire brushed it and added a bunch of rust spray and then painted it a couple of times.

I found a new/used subframe in TX. Perhaps you could fine a new/used gas...

FYI Your engine has sat without running for months. You should disable to fuel injectors and spin the engine with the starter to get oil pumping again before you actually try to start it.

Loosening the pretension on the tensioner will do one thing... the belt will fail to stay in it's seat (teeth). The belt tensioner will gyrate like crazy under normal operation so stop looking at it...
