You can do the Passlock relearn at home; three, 10 minute ignition on cycles. The fourth time, startup.

Remotes cannot be programmed. GM or aftermarket scantool can program remotes.

Just a guess but I think those two lamps are for different applications. I don't remember what my third brake light lamps are but the originals (6) slowly burned the plastic, probably in summer heat....
