With service manuals, you have a better chance of solving this problem because of familiarity with wiring, knowledge of wiring diagrams, and ability to use a multimeter. Hopefully a solution is found.

If you are sure of iacv pinouts then you can apply 12v momentarily to either coil; one coil extends, the other retracts the pintle valve. One coil fails and the iacv fails; the coil that won't extend...
