Painting it might look good in the short term, but it probably wont hold up in the long run. Even with a ton of sanding, whatever type of plastic Saturn used for the SL bumpers doesn't adhere well...

Hitting a patch of wet pavement, momentarily loosing traction, and then regaling it while at speed would also be a concern but that’s probably unlikely to happen if you are at least somewhat capable...

Didn't realize at first what piece you where talking about. That bracket the cable slips through could probably be replicated fairly easily with a sturdy enough piece of steel. All it needs it a bend...
