At work we still sometimes get tires that have a DOT# from as far back as 2019. As long as the tire looks good, I wouldn't worry about it.

Sounds like a bad ignition switch to me. More specifically, the small button that gets pressed when the key is in the ignition is probably wore out. This is a fairly common issue with GM vehicles...
