Default High Idle Issue


I have been having problems with my '99 SC2 DOHC idling at about 950-1000 RPMs in park and 850-900 RPMs in drive (after car is heated up). I have changed the Coolant Temp Sensor, Idle Air Control Valve, Checked the EGR, Changed the PVC and hose, can't seem to find a vacuum leak, changed the Plugs and Wires, and cleaned the throttle body. The car run like a champ now, except for the idle being a bit high. Any ideas would be greatly appreciated. I also have an issue with the tach, it seems to bounce very quickly, like the needle vibrates up and down, between 0 and ~100 for about ten seconds when the car is turned on or off, after this happens it acts normal. Again any help would be greatly appreciated.
