Default horn trouble-no power to horn/not fuse

My 2002 sl2's horn has stopped working. There is no power getting to the horn(dealer told me this-I confirmed with a tester). The fuse it not blown. Dealer claims it is the fuse box and wants $350 to install a new one. Does this sound right? Is a new fuse box easy to install? If so, where can I buy a fuse box? Anyone know of an aftermarket horn kit with a horn button for around $50 or less? I must repair/replace because of local inspection laws.

Was the guy at the dealer wearing a mask when he told you that you needed a fuse box? He must have been, because he intends to rob you! There are a few different things that would make the horn not work, but the fuse box(especially on a 4 or 5 year old car) is the last thing you would replace in the diagnostic process. Actually, if you can't acurately troubleshoot this thing yourself, take it to a shop that specializes in electrical repair, and not to the dealer which specializes in replacing parts 'til the problem goes away instead of tracing the circuit to find a problem. I just checked the wiring diagram for your car and the 3rd gen Saturns(unlike 2nd gen) have a horn RELAY in the box under the hood. So you could have a bad horn, relay, or ground wire- all things that are fairly easy to check( aand cheaper to replace than a fuse box)

I'll bet a nickel and an old ECTS that the horn relay is the same part as, say, the fan or A/C relay. Try swapping the fan relay in and testing the horn. Just don't forget to swap it back before you drive the car again...

Thanks for the feedback! Car went in for state inspection today-hopefully they will miss the horn.. I'll compare the ac and horn relay-if they apprear the same I'll switch them. If not, I'll order one-they are only $10. If this fixes the issues, I'll ask the dealer to refund the $40 diagnostic fee.

Did you have any luck with this? My horn has also stopped working (same model/year), and I checked the fuse, but did not think to check whether power was getting to the horn.

Also, can you tell me where the horn is located? I've looked, but I can't find it...

2002 SC1 has similar problem. The horn is under the driver headlight. Did you solve your problem?

There is a Rich Pin youtube video on troubleshooting the horn power. It could be the relay built into your horn. On our '98 it is under the driver's side headlight.
