Default back-up light full of water

i just replaced one of my back-up lights that was full of water & the bulb blew out. is it just me, or is anyone else un-impressed with the low quality lights on these cars? not just saturns, but just about any car made these days. the problem is that white glue/caulk the factory uses when they bond the light halfs together always drys out & causes leaks over time. you would think lights are critical pieces of equipment that should be made to high quality right? NO! that makes too much sense. does anybody have any suggestions on what kind of adhesive one can use to re-glue these lights back together? i really don't have to re-place the whole light if i had something good to use. my father's 2001 malibu has a headlamp with water in it. i dried it out & used epoxy glue around the whole light & it worked for about a month, then leaked again. i wonder why the factory doesn't weld the plastic together? then there would be nothing to dry out & crack causing leaks...
