Default Power Steering Noise/Dying while stopped

As usual fashion for me, just replaced the idler pulley for the power steering to act up now. While stopped or very slowly my power steering will make a grinding/whine noise and will become difficult to turn. I've driven without power steering before and it's not this difficult, as if it were fighting against me. If I continue to turn the wheel while stopped then it'll become impossible to turn again unless I begin driving.

After 10 mph there is no noise or creaks while functioning normally. It's worth noting I drove through tons of puddles yesterday in Chicago during flash flooding and don't remember it occurring prior to the rain.

I will upload a video later of the issue, but I presume that a power steering pump replacement may be in order. Looks like my 5th power steering replacement, thanks AutoZone.

Fluid level is correct?
Any leaks from hosing or the steering rack?
Does your car suffer from low idle rpm?
(Hi to Lincoln Park, where I used to live).

Fluid is a tad over full, I can get that out tomorrow morning(Edit: This is after I got back from work, forget that PS fluid expands, will check tomorrow morning). My car idles at 700-800 rpm, so I don't believe I suffer from such issue.

Is it possible added tension from the bigger, correct sized, idler pulley did something? It was fine for two days.

The wheels were angled a little to the left and it was impossible to turn the wheel right even with both hands.

I've Never replaced one. My '97 had 230kMi , no leaks/weeps, or noise.

What i suggest is notice this advice from a 1970s book concerning maintenance:

Approximate rendering; "It has been found that in industrial hydraulic systems, more than 95% of failures/complaints, were due to bad/contaminated hydraulic fluid."

So i change the oil in those puppies, until it appears to be Clean. Typically the oil is initially opaque and full of miniscule particulates. After a few changes it becomes relatively free of particulate, and near translucent....
I use a turkey baster to empty, then fill with proprietary 'Power Steering Fluid' which is labled with preservative additives.

Solved it!

Ended up being a bad pulley, but I replaced the entire pump anyhow from a junkyard unit. I can turn it with a single finger now, no whine too! The pulley cracked, my guess is due to the number of times I've had to take it on and off!

Its cracked in a way where if the belt is turning the pulley then the pump would not turn, so if im not driving then the fluid builds up and locks the steering. Hopefully this is my last as the jy unit is from a car with less miles and a newer pulley.

If anyone ever reads this, my last Autozone power steering pump locked up on blew up on the highway, smoked away my belt and had to do major repair work in the engine bay! Autozone wouldn't offer me a refund, despite it being CLEARLY marked on the receipt saying they would. I had to get another one of their units as I was strapped for cash at that moment. Never again though
