Default GM dealer says no to coverage for 6T70 trans wave plate failure

I have a 2009 Saturn Aura XR with 66,000 miles.
The wave plate failure is covered for 10 years, 120,000 miles.
But a GM dealership just said it's not covered because I have a salvage title.
It doesn't seem like that's a valid reason to decline a repair on something they likely were sued for.
Anyone have any advice on this?
Maybe some government entity to complain to?
