Default fuel filler hole metal flap cover?

This is for a 2008 Saturn Astra. When you take the fuel cap off and look down the filler hole, is there supposed to be a tiny metal flap cover that overs the hole, or should there be nothing there?

Most cars usually have a little metal flap that you push open with the fuel nozzle. I am trying to figure out if my car had this and it broke off or if it never had it?

My guess is the little metal flap is stuck open. It serves no other useful function than to act as a splash shield. The fuel cap seals fuel vapors and raw fuel from leaving the fuel filler neck when its tightened.

The Astra does not have the metal flap you are talking about.

I could swear that mine had the metal flap cover in the very beginning, and then I thought it got stuck open or broke off. Good to know it never had it, and it was a figment of my imagination.
