Default 2005 vue, 2.2L manual issue revving

hello all, help with this issue would be much appreciated, have had it to the mechanics and no help

Here is my issue, i purchased a 2005 saturn vue, 2.2L manual. previous owner had a motor transplanted into it, motor was from an 06 2.2L.
The car will not rev past 2000 rpm, check engine light is on for o2 sensor. replaced throttle body and still having the same issue. no low power light is on but it does work! not sure if it would be related but the speedometer is also bouncing all over and adding km's. mechanic said his scanner isn't throwing any other codes then the one i am currently getting.

Clean and check electrical grounds. A bad or missing ground will cause this.. Remove the ground use a wire brush, sand paper, etc to clean the connector and the ground surfaces.

Add a couple extra ground wires.

Blocked exhaust system? Mileage when the engine was replaced?

Okay I will check my grounds again. I cleaned 3 under the hood previously, and the Exhaust I believe is factory, car has 210 thousand km's.

I have cleaned all grounds, also ran extra's as suggested. No change.
Running sea foam in it right now to see if it changes anything

Sea foam did not work. Possibly cutting the cat out to see if it changes, doubtful though. When I bought it the exhaust was already off and had the same issue, originally thought it was because of no back pressure. Could an over heated engine cause this? Bcm of ecm malfunction? Throttle plate not registering gas peddle properly? if so how could I relearn the ecm

You can remove the exhaust manifold mounted O2 sensor (upstream from catcon) to allow an alternate exhaust hole before the catcon and drive around. While loud, either engine power is suddenly restored or remains same. You may have to make a soup can diverter to direct hot exhaust gases away from any nearby plastic from melting while performing this test. If engine power returns, the catcon is clogged. Most EFI systems do not have any back pressure. 0.5 psi is considered factory back pressure.

Exhaust isn't the issue. Probably sending it to scrap. Thanks for the help
