Default Busted bolts on fuel filter bracket for SL1

So, I'm trying to replace the fuel filter on my daughter's 2002 SL1 and of course the rusted to hell bolt broke off when trying to remove the bracket.

I've read the forum over and over again, but I'm hoping for a little more guidance from those of you who've done this before.

I've tried to get the filter out of the bracket without taking it off, but have made no progress. It might be because it's just to stuck on there given the climate it's been in (I'm in Minnesota), but it's not budging even with the two tabs pushed out via screwdrivers. Any tips?

I'm a little bit leery about drilling out the bolts and tapping them or just drilling new holes as I've seen suggested. Never done that before and the presence of gas where I'm going to drill makes me nervous.

So any tips/suggestions would be very helpful. Thanks.

PS: First time poster, but I've been lurking on this forum since we bought this car as a fixer-upper this summer. Can't say how helpful it's been and I may be coming back for more help after I get the fuel filter installed because I doubt it's the last thing I'll have to fix on this car, lovingly known as Hazel due to the three letters on its plate being HZL.

Ours busted, and we drilled and tapped them. Actually my teenager did all the busting, drilling, and tapping. As long as you are up on ramps it is not bad, and I didn't feel it was a hazard with the gas.

Drilling isn't a big deal in that spot, you aren't using heat, but getting a stuck bolt next to the fuel line loose with an acetylene torch would be a real hazard.
The vehicles south of the rust belt generally don't have the rusted bolt problem.
