Default Windshield Washer Tube


My 2007 Saturn Aura (recently bought) was not putting any washer fluid on the windshield. When I opened the hood, I saw the washer fluid tube at the bottom of the hood insulation/liner sticking out with a open end.

Not sure if the connected end came off. Should I remove the hood insulation/liner to see the other end? Also how do I safely remove the hood liner clips without breaking them?

Any suggestions....
