Default Saturn Outlook 2008 XR halogen headlights dim

My 2008 Saturn Outlook low beam headlights are very dim. At stop signs, cars are flashing me cause they think my lights are off. As I understand, the H11 low beam light bulb is also used for the DRL(Daytime Running Light). When the dash sensor detects that it is dark, this same bulb is provided more current and it becomes brighter. I tested this by shinning flashlight at sensor when is dark and faking sensor thats its daylight. I do see that that light do become brighter but very not much. Like 10% brighter. In low beam mode the lights look like and remind me of a 40W soft white house bulb. This bulb is behind a inner 3 inch diameter projector lens that inside the headlight assembly. The outer headlight assembly lens is clear but this inner lens seems real frosted. What I don't know is if this inner lens can be cleaned. Access is from the back of the headlight assembly which require me to remove headlight which would mean Id have to remove the front bumper and more effort than Id like to do just to find out if they can be cleaned. As a bandaid, I installed SYLVANIA H11 SilverStar Ultra High Performance Halogen Headlight Bulb. It is brighter than the H11's that were removed, but not a hugh amount. I'm thinking that eventually the frosting of the internal projector lens will get worse and I'm back to the same problem. Time will tell. Does anyone know if I remove and/or clean this internal projector lens? I found some new headlight assemblies, but they are $600 a pair. Ouch.

Make sure your charging system is in working order.

Battery clamps all clean and shiny? VOltage is?

New battery was put in so all is good battery wise. I have not checked voltage at lights, but I dont suspect a voltage issue.
