Default Ses p0410

I am working on my friends 2000 Saturn S series. The SES light continues to come on and the secondary air injection system is the fault code. I have researched the system and have searched for solutions to the problem, unfortunately I cannot find the problem. I am looking for suggestions at this point. I have taken off and checked the air pump. The ECTS has been changed and the air pump comes on for 30 seconds when the engine is cold. There is good vacuum at the shut off valve and through the solenoid. There is good air flow through the shut off valve. I took off the exhaust manifold, (it was all plugged up) and cleaned the connection pipe. I thought cleaning the manifold would cure the problem, but it hasn't, the SES light continues to come on with the P0410 code. I do not know what else to do or look for at this point. I cannot pass inspection like this and need some help.

Based on the diagnosis you report, it sounds like you left out a critical step in your system clean out. From the backside of the exhaust manifold, the injected air passes through 4 holes in the head into the exhaust stream. If these air passages in the head are plugged, the air does not get injected.

I cleaned all the passages on the head thoroughly, just forgot to mention it.
