Default P060E / Internal control module causing reduced power

My fiancÚ has a 2006 Saturn Ion that is going into reduced power mode. We have replaced the throttle body and connecting harness. It is still going into reduced power mode occasionally. We had it at the stealership and they were able to pull the code but couldn't diagnose the problem. They wanted an extra $100 to further diagnose the problem.

Has anyone else experienced this and know how to fix it?

Electronic drive by wire systems are generally three parts; ecm or pcm, electric throttle and electronic pedal. The pedal tells the ecm/pcm how far to open or close throttle. Any fault in one of these parts automatically forces the EFI system into reduced power mode - safer than runaway mode. If the dealer was able to retrieve any error code (s), what are they? You have a right to know. I don't think P06E is a valid code but I can be wrong.

Can't find any good info on p060e. Are you sure this was the code?

I'm guessing that the OP mistyped and the code was P0603 since the "3" key is next to the "E" key and "internal control module" is consistent with the corresponding definition for P0603 - Internal Control Module Keep Alive Memory Error.

This code usually indicates that the battery was recently disconnected (with the engine not running). It could be an indicator of a bad alternator though.

Recent jump start?

Sounds like either a charging system defect (have advance auto test it), or a bad ecm.

P060E is the correct code. This is the code the local Chevrolet dealership pulled. They pulled the code and started messing with wiring harness. The code then went away so they wanted another $100 to diagnose further, which we didn't want to pay. The code is reading internal control module throttle position. We have changed the throttle body, throttle body gasket and connecting harness. The throttle body was sold with the new position sensor as a unit and it looks like the pedal also comes with the sensor. We are going to try changing the pedal and hopefully this fixes the problem.

Is there anything else that could be causing this issue? I did read someone else that a bad battery could also be causing the problem. We live in VA and it's been as cold as 6 degrees without wind chill and the car starts with no problem so I have a hard time thinking that is the issue. There have been no recent jump starts but we have disconnected the battery when changing the throttle body so it would reset the system.

Well, in that case...read the attached TSBs.

No, the battery shouldn't effect this circuit before starting issues occur. There are only 3 likely problems, the throttle body, pedal, or wiring. The sensors are not separate.

Inspect for the ECM harness for potential shorts to ground on the AC Line about 6 inches from the 73 way ECM connector.
Inspect all of the Throttle Position Sensor and Accelerator Pedal Position Sensor Circuits for potential shorts to ground, poor terminal tension, etc.

Check powers/grounds at the ecm, if all ok replace ecm.
