Got in the car, put key into ignition and turned it on, put on my seat belt and waited a moment, turned the key and hoped the engine would turn on but it didn't. Just the same restrained sounds as before I changed the ECTS.

My dad changed the fuel pump, screens, and filter a couple days ago. Does that fuel pump check valve still need to be replaced?

I would get a fuel pressure gauge and see what the readings are, Thats the only way to know if a fuel system problem exists, Also if you could take a video of the starting issue and post the video link here for us to see we can get a better idea of whats going on.

Car mileage? The fuel pump check valve is integrated within the pump and cannot be changed. No one has ever found out if a replacement pump corrected the check valve issue so a fuel pressure test with a pressure gauge will be revealing. All EFI system fuel pumps pressurize at ignition ON, before starting and will show instantaneous pressure on a gauge. Once the 2 second timed pump cycle ends, the pump stops but the check valve and separate pressure regulator maintain pressures for several minutes - much longer than needed if an engine isn't started. When starting, another sensor sends signal info to the pcm to; turn on the fuel pump, initiate the ignition system for spark and pulse injectors. Most fuel systems will retain pressures for at least a few minutes before bleeding pressure but doesn't affect starting or running as long as the fuel pump runs. Its at ignition ON time and after the 2 seconds have elapsed is when '97's bleeds off pressure. A pressure gauge will show this.

Moving on, hard starting is still a combination of spark, fuel and compression. Very high mileage engines may have well worn parts not easily seen unless looking for it. Intermittent spark or fuel pressure still needs to be examined. Worn injectors may be contributing to hard starts. An engine compression test may be needed to assess the overall mechanical health of the engine. Troubleshooting here is at the advanced level and requires careful procedures to run thru completely without getting distracted, completing one task before moving on to another.
