Default Lots of play with new struts

Put two new KYB struts in the front of my Saturn, and there's a lot of play with the upper portion. When I put the strut on, the upper bolt is tighten all the way, but there's still a gap between the strut and the car. I can't tighten the bolt anymore. I didn't change the strut mount, but it didn't look bad to me.

The car sits just fine, but there's a half inch gap between the strut and the plate that's suppose to hold the strut to the car. It's like this on both sides.

Is this OK? Is the bolt too big that came with the strut? There's a bolt for the strut and a bolt to hold the strut to the car. Both bolts are literally on top of each other, and that's why I can't tighten it much more.

This morning I used the old bolt from the old strut, and the gap shrank. I don't get what I could have done wrong. The old bolt was smaller in height.

A new strut bearing / upper mount will help reduce the gap. A small gap is normal.
