Question Tire Pressure

The suggested tire pressure for my vehicle, as stated on the edge of the drivers side door states: "Cold 35 PSI".
Is the word "Cold" referring to the weather?

Cold tires. Check the tire pressure in the morning before you drive the car. Take note of the pressure and then if you need to drive to an air pump you can adjust the needed amount based on the initial reading you took.

I means when the car has been sitting after not being driven for at least a few hours. It's not referring to the outside temp.

When you drive the car, the tires and the air inside heats up and expands. So the pressure will be higher. Measuring it "cold" makes it easier to compare and takes out the variable of the heated expanded air.

Outside temperature plays a factor, but only relatively.

I noticed I was getting a bunch of road noise and checked my tire pressure yesterday morning. I last topped them up to the recommended pressure (30 front, 26 rear) in January, when it was about ten below. Imagine my surprise when I found that all four were 5-6 PSI overinflated now, in mid-80 degree weather... They had enough air in them when it was literally freezing out, which expanded with the warmer weather and raised the tire pressure.

Same thing happens in reverse when winter comes back around.

"Cold" tires refers to temperature relative to ambient -- E.g. you haven't been driving around on them to warm them up.
