Wrench Turn signals don't work, hazards do

1997 SL1; 1.9L DOHC/EFI

I got in a crash, and busted up my headlights. I have new parts and got it back together today. On the right turn signals, the brown wire was cut in the crash, but i spliced it (the bulb was also broken).

At that point, my left blinkers worked, and my right rear worked, but flashed very fast. Now that I have all working bulbs in and wiring fixed, NEITHER will work. Not even a ticking from the control panel. I checked fuses and everything seems fine.

Anyone know what is going on here?

So they work fine when the car is running it seems... I guess I never payed attention to whether they worked without the car running before. If they ARE supposed to work, feel free to reply, otherwise, my bad I guess

They aren't dependent on the engine running. The key needs to be in the RUN position.
