2003 L-Series 3.0L Sedan

Anyone have the parking brake cable(s) replaced and approximate cost for an L? After a brake job my repairman tried WD40 on the cables to free them up but no luck. I think the exhaust system has to be removed to get at the main cable which is under a plate. He said they are bound up.
