Well if you got a new cylinder, find a grinder and grind the heads of the bolts off and toss the cylinder in the trash.

so the threaDS ARE ONLY ON THE CYLINDER, NOT ON THE PLATE FOR WHICH THE CYLINDER IS MOUNTED?

If the bolt HEX (the part the wrench goes on) is ROUNDED, then cutting the bolt head off will work as enough of the threaded portion of the bolt will remaing to allow you to grip it (presoaked with PB Blaster NOT WD40 first) to unscrew them. If the threaded portion of the bolts are actually STRIPPED, you have a larger problem.

I used Vise grips, and held a torch there for about 5 minutes, and i damaged the bolt worse, I have no grinder, so I'm going to try to chisel off the bolt heads, then pull out the old cylinder.
