Default How to check if engine turns over

I'm going to go look at a Saturn tonight or tomorrow night. The seller says it's a no crank, no start. I want to make sure the engine turns over.

1. Do I need to remove the accessory belt?
2. I turn it at the harmonic balancer, right?
3. What size socket do I need?
4. Which way do I turn it?
5. Should a ratchet be enough to turn it, or should I take my 2 foot breaker bar?
