Why are there Polss in this Forum and not in (also in) The "Polls" Forum?

Shouldn't all Polls be in the "Polls and Survey" Section?

The "Polls and Surveys" forum is only for SaturnFans Question of the Week polls. I am the only person who can start a thread in that forum. There is a mechanism in place that will display the newest poll posted in that section on the front page of the forums. If I opened the forum up to everyone, the QotW displayed on the forum home would change every time someone posted a new poll.
