02 SC2 front license plate holder rivets

It appears to me they require a special tool to install. Could someone please verify if I'm right or wrong on this.

I had the same trouble, they are very difficult to get at with the way the bumper is constructed. I was able the get them back in with a long magnet, and an assistant.

What type of fastener did you install?

I just replaced them with some molly bolts on my VUE
