Default What is this part?

I'm curious if anyone can help me identify this part and its purpose.

It looks like a hose is supposed to fit over the end(top), but then it also look as if the other end of this (bottom) does not really lead anywhere in particular.

Hmm...that's odd. I've never noticed anything like that attached to my dipstick before. I also have an '09 XE 2.4L. I'll pop the hood when I get out of work and see if mine has that tube, and if so, what it might be attached to.

Is it just a standoff to hold the rubberized plastic cover on and in place?

Thanks @mymaestro I guess my cover is not on correctly as it's not resting on the standoff at all.

Makes sense as I now recall that's what the other standoffs look like.
