SAFC I or II is the cheapest idea, though it only works at full (higher then ~80%) throttle.

Megasquirt is the best "cheap" option.

SAFCII + wide band O2 sensor is all you need for a mild build. A MSII may allow you to smooth out the rough idle a bit by messing with the fuel/timing curves at idle, but it's a lot more work, and unless you really know what you're doing, it's very easy to blow something up. Unless you're running an extreme build or high octane fuel (> 93) you aren't likely to see any significant benefits from spark control at WOT--the stock ignition timing will advance as far as is safe, in most cases.

Other than correcting for "cam lope" at idle, there typically isn't much tuning that needs to be done below 80% throttle.

Note: if you have really aggressive (custom) cams, you may need ignition and fuel control at idle just to make it run. What cams/specs are you looking at?
