Default Is there a pattern to tighten the transmission panel? ( Side )

I have completed removing and replacing the input shaft nut and the output shaft nut, and am ready to place the side panel back on. Anyone know the torque values for the bolts, and critically if there is a pattern to tighten them down?

Also, should the gasket alone be ok, or should I use a little RTV?

21 ft-lbs. I usually go with just the Gasket.
