Default Diverter Valve

I have a question i can't seem to find an answer for. From richpins video i understand how you check the air pump system but not the diverter valve.

I have a new solenoid valve/switch and get vacuum on the first small hose he checks (richpins video), but nothing on the second. Does this mean the diverter valve is no good?? Thanks
